EM agent - ORACLE_UNQNAME dont defined

We have Oracle OMs setup on one server and have deployed the agent to serveral linux db servers , each hosting multiple db instances.

On our 12c server we can run emctl stop/start agent without issue. No ORACLE_UNQNAME defined.  Both dbs can be seen in OMS

On our 11.2.0.4 db servers running mulitple db instances,  running  emctl stop/start agent complains of  ORACLE_UNQNAME not defined . We do get status in OMS for multiple dbs using the one agent.

So how do we address this?  in setting ORACLE_UNQNAME to one db instance only returns: EM Configuration issue. /opt/oracle/product/11.2.0.4/dbhome_1/tsc-engdb_jazzeng not found
