Cannot start admin server - access denied ("oracle.as.jmx.framework.JMXFMWPermission" "MBean")

Hi,

  Please, help with this issue.  After upgrading SOA Suite from 11g to 12c, the admin server can't startup and got the following error in the log.  Can't seems to find any information on it.
