We are using Project WebADI (Projects - Transaction Import) to load third party uncosted labor data

We are using  Project WebADI (Projects - Transaction Import) to load third party uncosted labor data into project Expenditure. As per the existing functionality, when a batch is imported from Web ADI it is created with 'RELEASED' status in Expenditures. How can we import data into Expenditures with the status of Submitted instead of RELEASED?
