GL PERIOD CLOSED WITH WARNINGS: BUDGETARY CONTROL FAILS

Hello,

We are on Oracle 12.1.3. When trying to close GL Period it completed with warnings saying: "This transaction fails budgetary control in advisory mode"

However, system still closes the GL Period.

How we can ignore this warnings OR is it intended functionality.
