How to enable Edit Resource's Timesheet option in Team member?

I've been trying to find the privilege to allow edit resource's timesheet. But under the Global and Project security profile's everything related to Resource and Timesheet is checked and I still can't use this Edit resource's timesheet option. I have assigned resources and assigned my user as Activity owner too. But still that option isn't available. Can anyone guide me through enabling this Edit resource's timesheet option?
