EPM 11.1.2.4 Installation stops during WebLogic Application Server Installation

Hi,

We're installing a new EPM system.  The process stops during the setup of the WebLogic Application Server.  No errors are displayed, but the final line of the wl_install.log file (under Oracle\Middleware\EPMSystem11R1\diagnostics\logs\install\wl_install.log) shows this message:

WARN  [home] com.bea.plateng.wizard.installer.silent.tasks.SilentBEAHomeTask - \Oracle\Middleware\EPMSystem11R1\.. directory is not empty. Proceed with installation?

We referred to the KB - Installation of Enterprise Performance Management (EPM) Components Stops During WebLogic Application Server Installation (Doc ID 2099095.1)

"In your firewall setup, enable "Download Content" for lb-ccr.oracle.com.  Or block lb-ccr.oracle.com completely."
