What uom the order line shipped quantity based on

From my understanding, we are taking the shipping uom in the order line as the shipped quantity uom and we developed all of our programs based on it. But now, we found sometimes the shipped quantity is based on shipping uom sometimes it's based on ordered quantity uom, please advise.
