How to run the SQL Optimizer

I see a lot of info about optimizing SQL by hand or automatically, but I'm missing the most basic piece of information.  Is there an actual Oracle Optimizer tool that I can run for specific SQL?  Where is it?  I can get access from our DBAs, if that is necessary. 

And does anyone recommend something else, for example, the TOAD Optimizer?
