An eligibility rule issue in Ben Admin

An eligibility rule allows an employee to enroll benefits if he/she has more than .25 FTE from multiple active employee records. But it also terminates the benefits when one of his/her job terminated but still other active job has more than .25 FTE.

Please share your opinion why it is terminating if an active job has more than .25 FTE.
