OE via FLUID Activity Guide & not allowing EEs to update existing dependent data

This was also an open issue with the classic pages and trying to resolve this year with OE using FLUID.  Just upgraded to PUM 31.

Employees are over-riding existing dependent data (name, birthdate, ssn) during OE and we want to turn that off. 

It seems like it should be a security option and we found the permission list = HCCPSS1021 (descr = Benefits Employee Fluid) and there were 2 menu names

We updated Menu Name = EF_BENEFITS_FL and Component Name =  W3EB_DEPBEN_DTL_FL and turned off Correction Action but that did not work

As a work-around, we can use the Dependent Workflow to notify benefit administrators when those fields change but would prefer to just not allow EEs to update existing dependent data but allow to add new.
