2 rounding rules in adjustment schedule

Hello,

We are trying to add a second rounding rule to an existing price schedule and getting unexpected results.  I realize integrating all of the rules into one is probably the proper way to go here, but I'm trying to avoid the complexity of that process.  The first rule is more complex and has a sliding scale of adjustments, for example 0-$5 round to the nearest dime, $5-10 round to the nearest quarter, >$1000 round to the nearest $10, things like that.  The new rule (new business decision) is intended to round most products to end in .95, i.e, $10.95, or 22.95. 

Each rule works fine independently, we've tested using the test tool within the rule builder, and also by expiring one rule or the other and entering sales orders.  However, when both rules are active it only uses the behaviors of the first rule.  Reviewing price history, or check price on a sales order shows that both rules were triggered, but the second rule (the .95 rule) does not round to .95, but rather aids in meeting the expectations of the first rule.
