Inbound Expat from Ireland to US

Employee being moved from Ireland to US for 18 or months and HR is not is not doing a global transfer while his employee record still stays in Ireland business group, where as they want W2 to be generated for his time in US. Payroll is run in oracle where as the SQWL  file and W2  files are generated by ADP. Just trying to understand if there is a way to achieve this. It might be a common scenario for other clients, it would be great if we could get some insight in such cases.
