Issue in Requisition Approval Process

I have an issue with Requisition Approval Process in RIS DEV
instance.

I also checked in RIS UAT instance with Approve the
requisition, there “Approve” tab(as highlighted in the below screenshot) is
enabled but the same tab is not Appear in RIS DEV Instance.

Please refer the screenshots in the below mail chain and
please advise the solution to enable the tab in DEV.
