ASM Instance Start as root user instead of oracle user

When I bring up the CRS the ASM instance is stating as root user. This is two node rac environment with 18c cluster installed.

Recently OS team did patching on our RHEL 7 server and after that we are getting this issue. Any idea why cluster bring ASM as root user. The master node is working fine.

CRS-5017: The resource action "ora.proxy_advm start" encountered the following error:

ORA-15332: ASM proxy instance cannot connect to an ASM server
