Customer Contact not appearing at account level

I am trying to make a contact person for a customer via API. But that contact is not appearing in communication tab of customer account. See attachments and customer TEST-SITE-CON3 TEST3 which is not visible in communication tab. However it is visible in Party Relationships tab at party level. This contact person is also not visible at OM when user is entering order thorugh Order Organizer. I want to know what API/parameter(s) I am missing.
