Component not backflushing

Hi,

We are experiencing an issue with Workorder (WS A 7.3). A part list component  is defined with issue type code of B (Backflush) but it's getting changed to I (Manual) if the Work order Quantity  is completed in parts. This issue doesn't occur if entire WO Quantity is completed in one go.. Are there any configurations / processing option in WO completion or hours and quantity update program which could update issue type code from B to I (manual ) in WO Part list.
