is it safe to run "ndd -set /dev/tcp tcp_strong_iss 2" on a live solaris 10 system to change the tcp

is it safe to run "ndd -set /dev/tcp tcp_strong_iss 2" on a live solaris 10 system to change the tcp_strong_iss value from 1 to 2?

or do i need to modify /etc/default/inetinit and reboot?
