Unable to create declaration

Hi All,

It has taken me some time to figure out 6.4.3's new GTM things as compared to our pre upgraded version but I am stuck now. I cannot create a declation from a trade transaction due to the error it keeps throwing

Cannot create / update declaration for these transactions / transaction lines because of any of the following reasons 1.There were no transaction lines selected in Edit Declaration Quantities screen. 2. The selected transactions have no related transaction lines. 3. Declaration(s) are already created for these transactions/transaction lines using total quantities. No more quantity is available to create any declaration.
