unable to start a database on 2 instances at the same time

Oracle database 12.2

Oracle GI 19c

if Instance2 is stopped then Instance 1 starts ok

if Instance1 is stopped then Instance 2 starts ok

but both cannot be up at the same time.

start database on both nodes fails with this error

srvctl start database -d orcl
PRCR-1079 : Failed to start resource ora.orcl.db
CRS-5017: The resource action "ora.orcl.db start" encountered the following error:
ORA-03113: end-of-file on communication channel
Process ID: 0
Session ID: 0 Serial number: 0
. For details refer to "(:CLSN00107:)" in "/oracle/base/diag/crs/hostnameb/crs/trace/crsd_oraagent_oracle.trc".

CRS-2674: Start of 'ora.orcl.db' on 'hostnameb' failed
