18c Performance Issue: High "enq: IV - contention" , slow dictionary

Hi everybody,

there is Oracle Version 18.5.0.0.0 on Linux Server 7.6, RAC with 2 nodes

So, when I run "select count(*) from dba_tables" it takes about 15 seconds, though servers are not super loaded, I mean CPU and Disk IO -  those guys seem fine.

We have about 1,5M of each tables and indexes, and slow loading noticeable during application loading when it asks a lot for ALL_INDEXES, ALL_IND_COLUMNS. so application load time increased from a normal 5-7 minutes period to 45 minutes.
