Recommended values for Expenditure Items Per Set

What values have you tried for Expenditure Items Per Set?   It controls how many items are processed before saving.  We currently have it set to 1,000.  We are getting 'unable to allocate memory" and "insufficient memory" errors in distribute usage and in burden and in revenue.  Would a smaller value eliminate the errors?  How low should we go?
