delete override rate does not update pay rate

Last fall we had an issue with the override rate not re-calculating after it was deleted from the P051121.  Found bug 28248496 ESU JN16606 and applied which corrected the problem.  Within the last couple of months we have started to see the same issue.  JN17107 has since superceded.  Is anyone else experiencing this issue?  Should we apply JN17107 to "refix" the problem?  JN17107 is a rather large ESU that applies across multiple modules.
