How to grant Export / Import ann Flashback / Restore rights to non SYSDBA users

Hello

I am facing the following Situtaion:

In order to reduce Workload for me as DBA I want to give members of IT-Operation Team the following rights. It should be through SQL Developper, because this tool is distributed among them. And I want to avoid them accessing the Oracle Server through Oracle Account.

- The user should be able to:

Before / After Application / DB Changes

- Create an Export of  the DB's.

- Do Import of this Export, if the Application Upgradse fails.

---> Export files have different Names (eg.: Date and Time in it).

or

Before / After Application / DB Changes

- Do a Flashback Copy
