How do you Correct History in Fluid Position Management?

We are upgrading to HCM 9.2 PUM 31 and have enabled Fluid Position Management and run the POS_SYNC_FLU process populate the POSITION_DATA_E table.  We have been testing and have a couple questions about how position administrators and other users are supposed to do things with Fluid Position Management enabled.

1.  How are you supposed to correct history, or even change the current row, if what you need to change is the EFFDT or Action Reason field?  

2.  Is there another Navigation path for administrators to update the POSITION_DATA_E table?  We want to use the workflow on the Manage Position tile, but would like to have a way for a select group of people to be able to update without going through the workflow.  The old navigation path (Organizational Development -->Position Management-->Maintain Positions/Budgets) updates the POSITION_DATA table, not the POSITION_DATA_E table, so updating data there is problematic because anyone going to the Manage Position tile does not see the change.
