Unable to open keystore that is freshly created

Good morning everyone, I'd appreciate your help on this.

Scenario is a brand new installation of Oracle 19c running on Linux 7.

I have installed oracle and create a database. My first task is to create an encrypted tablespace using TDE.

I started with my Oracle 18c script to do this but this did not work.

I then tried to follow https://docs.oracle.com/en/database/oracle/oracle-database/19/asoag/configuring-transparent-data-encryption.html but that failed at Step 1.

I then tried a combination of what I had before and what it was suggesting and did the following:-

Made a directory at $ORACLE_HOME/network/admin/ called wallet
