In Manager Self Service Terminations, why aren't all of the action reasons for TER showing up?

There are action reasons that are tied to the action TER that are not showing up in the drop down selection when the manager is trying to terminate an employee.

I am trying to figure out why one in particular is not showing up in the drop down list.  I have confirmed that it is an active action reason tied to action TER.
