DCS-10001:Internal error encountered: DB Clone does not exist in <oda_hostname>

Attempting to create a new DBHOME using CLI (odacli create-dbhome -v 12.2.0.1.190115) results in error:  DCS-10001:Internal error encountered: DB Clone does not exist in <oda_hostname> at:/opt/oracle/oak/pkgrepos/orapkgs/clones/db122.190115.tar.gz.

Additionally, when attempting to create the new DBHOME from the Web Console UI, the option to select "12.2.0.1.190115" is under-intensified & cannot be selected - only "18.5.0.0.190115", "18.3.0.0.180717" and "11.2.0.4.190115" are available for selection.
