IP2017 Siebel Tools-OracleXE installation failed in windows server 2016

Hi,

IP2017 Siebel Tools-OracleXE installation failed in windows server 2016. We are doing a new install of Siebel Tools 17.0 for an upgrade to 19.7.

The error comes on the last step - "Error occurred in post installation of the ORACLE Database XE installation"

Could anyone assist? Attaching the screenshot.

I also wanted to understand if is it okay to proceed with applying 19.7 patch of tools since thats the version we want to install ultimately. I also want to start IRM after we finish installing 19.7 patch
