Consolidated Billing with Customer at Top Task

I tested consolidated billing in a previous instance on projects with one customer, and it worked as designed. The client I'm working with is testing using the Customer at Top Task functionality. I've found that the Consolidated Bill Group field is not enabled when more than one customer is assigned to the project, either at the project or top task level. I also found a note stating that this functionality does not work when having the customer at the top task level, but it was referring to an earlier version of 12.2. I am working in 12.2.8.

Is this a correct assumption, or will consolidated billing work to create invoices against projects using the Customer at Top Task option?
