Mexico Electronic Accounting -chart of accounts

Hi, i am currently setting up  SAT Chart of Accounts. As per oracle note, i have created two segments SAT_COMPANY and SAT_ACCOUNT. Do i have to assign Balancing Segment qualifer to SAT_COMPANY and Natural Account Segment to SAT_ACCOUNT? I am not able to compile the structure without that.
