Materialized View Refresh-on-commit license limitation

Hello,

Oracle 11.2 vanillia

Is it any license limitation for refresh-on-commit for Materialized View so as workaround they have to be periodically refreshed?

Got such question from customer and could not find anything under license comparison between SE and EE?

I am currently migrating to new Oracle version 18 and customer asks if above limitation still exist in 18 SE.
