Load sharing between the different CPUs on 6350 SBC

I would like more info on how the load is shared between the different CPUs on a 6350 SBC.

The sh cpu-load command  returns following info :

show platform cpu-load

Timestamp: 13:51:35 Thu 2019-11-21

Total load   :     7%

CPU 00 load  :     0%

CPU 01 load  :     0%

CPU 02 load  :     97%

CPU 03 load  :     0%

CPU 04 load  :     0%

CPU 05 load  :     0%

CPU 06 load  :     0%

CPU 07 load  :     0%

CPU 08 load  :     0%

CPU 09 load  :     0%

CPU 10 load  :     2%

CPU 11 load  :     0%

CPU 12 load  :     0%

CPU 13 load  :     6%

CPU 14 load  :     0%

CPU 15 load  :     0%

Is it a normal situation ?  Why is one of the CPU loads higher than the others ?
