Stage in AWE workflow

Hi, For 9.1/.2, does anyone know what drives the order in which approvals get completed.

For example stage 1 below is pending approval (line 1), and stage 2 (line 1) is showing as awaiting approval. Clearly stage 2 (line 1) its waiting for the completion of stage 1 (line 1).

What controls this?
