TroubleShoot Create Accounting Program

I created a Manual subledger Journal entry and ran "create accounting program" (the Subledger Accounting menu is added to AR responsibility). The create accounting program completes successfully, however the Journal does not get transferred to GL. I have to run the "Transfer to GL" program separately.

The parameters "Transfer to GL" and post in GL were set to Yes. How can troubleshoot this further?
