Unable to Save Cycle Count Entries - APP-INV-05105: An error occurred while processing adjustment tr

In an instance newly upgraded to 12.2.9, I'm getting the error

   "APP-INV-05105: An error occurred while processing adjustment transactions. Please contact your system administrator or support representative for further assistance."

Doing a search on Oracle Support I found the following Bug listed below. . . However, this bug applies when using Seconday UOMs.  I'm using the Primary UOM and still getting this problem when the count quantity entered does not match exactly what is onhand.

BUG:17853403 - UPGRADING TO R12. UNABLE TO SAVE CYCLE COUNT ENTRY IF ENTERED IN SECONDARY UOM.

Has anyone encountered this?  What was the problem?  What was the solution?
