Limit approvals to use DeptID only?

Is there any way to exclusively use the DeptID to route approvals? We don't want the system to fallback to HR Supervisor if a department does not have an approver defined. Approvals should be routed to the Approval System Admin for further action where no DeptID approver has been defined. Is this possible with the delivered ERApproval process?
