EL expressions not to edit the Goal Name once manager approved.

The employee should not be able to edit a key goal attribute once a goal is added and approved by the manager. They want to reduce the effort of the manager approving the changes done by employees for a goal key attributes such as goal name, description. The customer is using both the top-down and bottom-up approaches.

Does anyone go through such a scenario and done page customizations?
