How creating two establishments with the same registration number

The regular company structure in Brazil is: 1 establishment x 1 CNPJ (Brazil Federal Tax) x 1 IE (Brazil State Inscription).

However, in Manaus there is a free tax trade zone, where the local legislation allows companies to have one single establishment with two distinct state inscriptions.

Due to fiscal requirements, I need to create 2 distinct establishments with the same CNPJ (Federal Tax registration), but different IEs (state inscription).

The Accounting Setup Manager - Legal Entity / Establishment framework (Release 12.2.6) does not allow me creating 2 establishment with the same registration number. How can I manage this?
