Oracle RMAn and NetApp MetroCluster read latency

I have a an Oracle 11.2 database, and my storage colleagues are changing the storage from physical disks, to a solid state MetroCluster configuration. My level 0 runs fine, no consequences for my database or apps using it. My level1 incurs high read latency 80ms/ops at the MetroCluster level. This makes the databases unuseable for anything connecting to it. why would a level 1 incur high read latency, but a level 1 next to nothing?
