How can i restrict the list of open items in AR Receipt Allocation to show only Refunds?

How can i restrict the list of open items presented in AR Receipt Allocation window to show only Refund and not to list any open invoices or allow any other function.

This would be to allow a set of users to only create refunds and not do cash allocation.
