Oracle BI Publisher (12.2.1.3) install failed at last step

Hi,

I am planning to install and configure the One View Reporting Server on Windows 2016 Server.

As part of this I am planning to Install Oracle BI Publisher. I am getting issues in the final step of BI Configuration.

Attached the screenshot error

I have also applied the patch "26763904"

Error
