Why does PC_INTFEDIT app engine have a hard coded range of interfaces excluded from deletion?

PC_INTFEDIT has hard coded exclusion range of completed interfaces between 10000000 and 10999999 being deleted from INTFC_PROJ_RES.  Over time this will cause this table to contain an enormous amount of data.  Is this going to cause performance issues with loading future interfaces down the road?  Can there be a configuration created in future images that gives you the functionality to say how many interfaces you want to keep (keep last 10 interfaces, etc) without having to update the range in the program.
