Oracle 18c RAC DB service not started on Node 2

Hi guys,

Please let me know if this is not the right group for this type of question.

I have Oracle 18c RAC with 2 nodes. Running on Linux 7.4. With PSU patch (I think its Jan or Apr 2019).  Both nodes seems fine from a quick glance. We can connect using SCAN (both dns name and ip address). But, we found something weird when doing a test.

Node 2 down, we can still connect to database using scan. But, when node 1 is down. Looks like we could not even find the database (tried connecting using scan name and ip address).

Error message is
