Opportunistic Cross Docking is not working for Partial PO Received qty against Demand qty

Opportunistic Cross Docking is not working for Partial PO Received qty against Demand qty. This issue can be reproduced with below steps

1. Define Opportunistic Cross Docking Rule
2. Warehouse parameters setup to add default Cross docking rules
3. Add Crossdocking rule to Rules Workbench
4. Create an Item and assign to Org and add the item to OM Price LIst
5. Create a Sales Order for the Item with qty 10
6. Create a Purchase Order for the Item with 5 qty
7. PO Receipt thru MSCA for 5 qty
8. Cross docking is not  working for this 5 qty.

Opportunistic cross docking is working only if the received qty is equal to Sales order line demand qty.
