TCP session agents reset after HA failover

After a recent upgrade to V8.1,  I noticed that the TCP Session agents reset the tcp connection after failover.  This is causing these devices to go unregistered. 

Example = SD fails over,  next options ping from TCP peer SD send s TCP reset.

Is this expected behaviour?  Seems counter to HA if the connections are not maintained after a failover.
