Listneer hungs after server restart

Hi ,

We have increased CPU in a linux server and restarted DB and listener, after sometime listener become hungs and external connections are failed.

TNS-12505: TNS:listener does not currently know of SID given in connect descriptor. -- other than this error we didnt get anything from alert log and listener logs, listener trace was not enabled in our environment.

Is this issue happened because of server activty?
