how to apply apps tier ETCC identified patches

We are upgrading EBS 12.1.3 to 12.2.8. I have run the ETCC check script against the apps tier and downloaded the etcc patch bundle (29778100).

Several questions come to mind. If opatch is used for example - does each patch have to be applied twice (since there is an ORACLE_HOME under both fs1 and fs2 file systems)?

How to set the  ORACLE_HOME for each of the types of patches (forms,oracle_common, webtier and wls)?

The webtier has two versions folders (11.1.0.7.0 and 11.1.1.9.0) are both appropriate? The wls folder shows 6 versions - same question.
