How to activate retainage hypper link

in Procurement - EBS (MOSC) Question

In iSupplier internal view, we have personalized the summary section of Orders tab to display the Retainage amount for the PO.  The amount is displayed in blue and underlined, as if it is a hyperlink.  When we click on it, nothing happens.  Is there a way to activate this hyperlink,
