Where would I find install for Oracle database 19.0.0.

Where would I find install for Oracle database 19.0.0?  I can only find the 19.3 install.  I really want the 19.5 released in October but only see 19.3.  The Oracle Install document says install 19 then apply the release upgrade, to me that means install 19 then patch to 19.5 (19.0+RU19.5).  However if this is the case why would I only be able to find 19.3.  Wouldn't 19.3 be 19.0+RU 19.3?  Thanks for any help.
