Siebel upgrade from IP16 to IP19.7 - FullPublish issue and Merge

Hello,

We're upgrading from IP16 to IP19.7 and just finished Dev Upgrade (running in upgrep for Dev environment from the DB Config wizard). We followed the database backup and running stats followed with merge. I have a couple questions-

1) Now I am trying to perform the post merge steps (section 12 in Upgrade guide) and doing FullPublish but the Tools just stays open for a long time and nothing happens. It opens 3 instances with no response. I can see some siebdev logs and dumps but they are not frequently updated. Is this how FullPublish work? How long does it take typically? The upgrade guide doesnt give any details on what to expect from this.
